2)  From the Nacogdoches STOP group:

 

Dear STOP Supporter:

Three important items for you:

1.  A 391 commission has been formed in Cherokee County.  This is the legal entity that gives coordinating power to local government.  391’s were instrumental in defeating the Trans-Texas Corridor, and we are hoping for the same with the pipeline. This is great news.

2. The State Department will hold two meetings in Texas during the 90-day national interest determination period after they issue the Final Environmental Impact Statement for the pipeline.   The meetings will be held in Port Arthur and in Austin, date and time TBA; most likely in September.  We are hoping to have a bus from E. Tx to Austin for that meeting.  The State Dept. message is copied below.

3.  Our dauntless executive coordinator, Brittany Dawn, is leaving next week.  She is moving forward to graduate school at George Washington in Washington, D.C.  We wish her well and we will miss her very much.  STOP is taking up donations to present her with a plaque and a monetary gift to express our appreciation for her dedication and hard work.  If you would like to make a donation, or send a message to Brittany Dawn, you can email me.  I will print and compile the messages for presentation, as well as put together the monetary gift.  If you want to wish her well yourself, you can email her at bdmcallister@stoptarsands.org
We will continue on with STOP using our current volunteers in expanded roles as we search for a new director.

Here is how you can help with the Keystone XL project:

Keep those letters to the editor coming!  Nacogdoches is doing a great job with keeping this issue in the forefront.
Talk with your representatives about your concerns with the pipeline!  If you would like company, email me and I will join you. (We have been busy talking with electeds here in Nacogdoches County—Brittany Dawn and some others of us have had good discussions with Mayor Van Horn, Shelley Brophy and David Norton.  We plan to speak with the other city commissioners and with the county commissioners in the next couple of weeks.)

STOP will hold a public meeting in Nacogdoches prior to the State Dept. meetings.   Come out, bring your friends, talk it up.  Date and time TBA—mid to late August.

The U.S. Department of State plans to issue a Final Environmental Impact Statement (EIS) for the proposed Keystone XL pipeline in mid-August.
Following the issuance of a Final EIS, the next step is a 90-day review period where interested federal agencies, such as the Department of Energy and the Environmental Protection Agency, will provide their views on whether issuance of a Presidential Permit would be in the national interest.
During September, the State Department will also host public meetings in each of the six states through which the proposed pipeline would pass. We plan to hold meetings in the state capitals of Montana, South Dakota, Nebraska, Kansas, Oklahoma, and Texas, with an additional meeting in the Sand Hills region in Nebraska and along the Gulf Coast near Port Arthur, Texas. This will be followed by a final public meeting in Washington, DC.
These meetings will give individuals an opportunity to voice their views on whether granting or denying a Presidential Permit for the pipeline would be in the national interest and to comment on economic, energy security, environmental and safety issues relevant to that determination.
Detailed information on dates, times, and locations for public meetings will be published before the end of August on the website http://www.keystonepipeline-xl.state.gov.
Keystone XL is a proposed 1700-mile oil pipeline from the U.S.-Canadian border in Montana, through Cushing, Oklahoma, to refineries on the U.S. Gulf Coast. Per Executive Order 13337, the State Department is responsible for reviewing the application for a Presidential Permit for the pipeline to cross the border between Canada and the United States. The Department is conducting a thorough and objective review process defined by law and Executive Order.
When released, the Final EIS and related documents will be available through the State Department’s website:http://www.keystonepipeline-xl.state.gov.
Although we expect to make a decision on whether to grant or deny the permit before the end of the year, we will not make a decision until we have completed this process.
